Collaborative governance in the development of local economic resources in Sumenep Regency

Local economic development is currently very intensively carried out in several regions in Indonesia. Local economic development is believed to be a holistic perspective to address regional economic problems based on local resources. Sumenep Regency is one of the regencies in East Java, which is currently developing several of Sumenep's superior agricultural commodities consisting of shallots, chili herbs, and Moringa into processed products that have added value to improve the community's economy. This research studies efforts to develop local economic resources in Sumenep Regency from a Collaborative Governance perspective, including initial conditions, leadership, institutional design, and collaboration processes. This study used a qualitative method. Interviews, documentation, and observation were used in data collection. The research results showed that adequate initial conditions have supported collaborative Governance in the development of local economic resources. However the collaboration process needs to be managed properly. This study recommends strengthening collaborative institutional designs and facilitative leadership on all fronts.

This study aims to analyze the implementation of Gender Responsive Planning and Budgeting (PPRG) in Batu City. Analytical techniques use qualitative methods with a focus on general budgets, which incorporate gender assumptions and distribute budget allocations that take account of their gender impact. Data obtained through in-depth interviews with purposive sampling on staff and employees who know and engage in budgeting. Furthermore, to study strategic policy document of Batu City, that is; RPJMD documents, RKPD documents and APBD documents by 2016. The results of research on gender responsive planning and budgeting process in the Regional Government Work Units (SKPD) have not been fully implemented due to the fact that the Regional Regulation (Perda) has not yet been established as the basis of Gender Equality Gender (PUG) . There is no PUG Working Group at city and Focal Point level in SKPD. Budgeting also does not use gender analysis in the form of Gender Analysis Pathway (GAP) and Gender Budget Statement (GBS). The purpose of this study is to examine partnership-based regional property management in increasing local revenue sources for the Bima Regency government, and to analyze the factors that support and hinder partnership-based regional property management in realizing an increase in regional original income with the concept of Collaborative Governance. This type of research is a qualitative research that was chosen to describe the implementation of regional asset management in the form of leased land carried out by the DPPKAD Bima Regency, West Nusa Tenggara (NTB) using interactive model data analysis from Miles, Huberman and Saldana. The results showed that in general, partnership-based regional property management in increasing local revenue sources at the DPPKAD Bima Regency did not go well but showed an increase in regional original income, with supporting factors, among others; good quality/level of human resources education, a supportive work environment, and adequate infrastructure. While the inhibiting factors are regulations that do not reach the partnership process and the low level of program socialization.

Remuneration emerged as a solution to the issues of corruption that afflicts a number of civil servants (PNS) and officials in the bureaucracy. Remuneration is expected to improve their performance to be better, but in fact the opposite happened. In a number of media reports, many people who work in the government who arent absent from corrupt practices, although they have a high salary. Remuneration, which is in the study of literature is also referred to as pay-for-performance system, the use of performance measurement associated with reward (compensation) as appropriate. With the proper compensation, employees no longer think about looking for financial benefits in ways that are not justified by law. On the other hand, the low level of compensation will affect the performance of employees is also low. The implementation of remuneration is one of the government's efforts to lead to good governance, coupled with bureaucratic reform. There is a strong link between the compensation and quality of public services. Improving the quality of public services is also determined by their motivation, but the growth of a great motivation is because of their high compensation. In its development, the remuneration is not absent from criticism. In fact, arguably the remuneration policy and objectives are often misguided. Therefore, governments need to include these policies with strict sanctions if there are employees or officials who make mistakes, disciplinary, and violated the rules.DOI: https://doi.org/10.26905/pjiap.v1i1.427

The various polemics of the traditional market are often the subject of ongoing conversations. Behind all the processes of economic activity that are taking place, the problems that continue to occur today are the slum condition of the market environment, disorderly parking arrangements, and congestion that often occur making the traditional market conditions increasingly out of control. Traditional market revitalization efforts have been carried out. The aim of revitalization which is actually to fix the market becomes more organized, orderly and cleaner for the convenience of the community, but until now it has not been realized. This study uses descriptive qualitative research methods. The focus in this study refers to the role of the government in local economic development through revitalization of traditional markets including the role of the coordinator and the role of the facilitator. The results of the study indicate that the local government has acted as a coordinator and facilitator in revitalizing traditional markets but has not been able to carry out optimally. One reason is the absence of a clear and specific legal umbrella governing traditional market revitalization. Some recommendations that can be offered are: 1) The Sumenep Regency Government needs to coordinate with all stakeholders involved to identify problems while finding appropriate solutions to problems in traditional market revitalization; 2) The local government of Sumenep Regency needs to establish specific policies governing the revitalization of traditional markets so that the objective of market revitalization can be achieved optimally; 3) Carry out monitoring and evaluation of the revitalization program.DOI: https://doi.org/10.26905/pjiap.v4i2.3284

The implementation of special autonomy in West Aceh Regency has been carried out well, this can be seen from the various efforts made by the government in tackling the problems that exist in the community, especially the problem of poverty alleviation. Poverty is a point where people are unable to meet basic needs in maintaining a better life. So this study aims to analyze the implementation of special autonomy as a whole in West Aceh Regency in an effort to alleviate poverty, therefore an in-depth analysis is needed in order to achieve good results. This research uses qualitative methods through a case study approach, data collection techniques are carried out through observation, interviews, documentation, and literature studies. Data analysis was carried out through data reduction, data display, and drawing conclusions. Based on the findings in the field, it shows that the people of West Aceh Regency are still in a high poverty level, namely 18.34%. The conclusion of this study states that the implementation of special autonomy as an effort to alleviate poverty has not yet fully run optimally in West Aceh Regency, because there are still many inequalities from the regional government in distributing special autonomy funds to each district/city. In this case, districts/cities only get 40%, and the other 60% is managed by the province. Thus, the special autonomy fund used for poverty alleviation is only 5% of 40% in Aceh Barat District
