Abstract

Community independence is a crucial aspect of tourism village development in Batu City, as it reflects their level of empowerment in managing and utilizing local potential sustainably without excessive external dependence. The objective of this study is to analyze community independence as a form of empowerment in the development of tourism villages in Batu City, East Java. This qualitative study employs a phenomenological approach by conducting in-depth interviews with 24 informants, non-participatory observations, and document analysis. Informants were selected using purposive sampling and consisted of village heads, tourism village managers, and business actors in four tourism villages (Sidomulyo, Bumiaji, Punten, and Tulungrejo). Data were analyzed using Miles and Huberman’s (1984) interactive model, which includes data reduction, data display, conclusion drawing, and verification. The findings of this study indicated that community independence in the development of tourism villages in Batu City is manifested in three main aspects: (1) self-capacity, where the community possesses the ability to manage and develop tourism villages; (2) collective responsibility, where the community actively participates in tourism village activities; and (3) the ability to think and act, where the community takes the initiative in proposing development plans, making decisions, and independently implementing tourism village programs. This study asserte¬¬¬d that community empowerment in tourism villages not only enhances economic well-being but also strengthens social cohesion and cultural preservation.
