This study develops an integrated green economy framework for sustainable development in Indigenous Papuan transmigration areas, using the Klamono–Segun corridor in Southwest Papua, Indonesia, as a case study. Although the corridor’s land-use structure is dominated by plantations and convertible production forests, opportunities to convert biomass residues into economic value remain underexplored. The study employs a descriptive qualitative design and policy-model synthesis, drawing on spatial planning documents, commodity profiles, and relevant international literature. Findings inform a framework linking two pathways: biomass waste valorization for energy production and agro-processing to increase the value of local commodities, including sago, cocoa, oil palm, rubber, and coconut. These pathways are integrated through a circular 9R framework, the One Group One Product scheme, and quadruple-helix governance. The framework’s contribution lies in integrating resource efficiency, regional value creation, and customary land governance. Its implementation requires field-based biomass assessment, feasibility analysis, and meaningful participation of Indigenous customary institutions.
