Strategi Diversifikasi Usaha BUMD bagi Penguatan Daya Saing Daerah (Studi pada BUMD PT. GSM Pengelola Migas di Kabupaten Sampang)

Dalam kebijakan pembangunan, Badan Usaha Milik Daerah (BUMD) mempunyai peranan yang strategis, karena: (i) sebagai perusahaan yang mampu melakukan pelayanan publik; dan (ii) sebagai perusahaan bisnis (enterprises) yang mampu menghasilkan profit. Namun, peran ganda BUMD seringkali sulit dilakukan akibat keterbatasan pengelolaan, khususnya dalam mengoptimalkan daya saing usaha. Permasalahan BUMD menjadi sumber perdebatan tentang peran dan fungsinya yang seringkali sulit diwujudkan dalam meningkatkan kualitas pembangunan di daerah. Berdasarkan permasalahn tersebut, maka penelitian ini bertujuan untuk melihat bagaimana strategi meningkatkan daya saing usaha BUMD yang salah satunya dapat dilakukan melalui diversifikasi usaha. Upaya diversifikasi usaha merupakan strategi yang diharapkan mampu mengoptimalkan peran ganda BUMD dalam meningkatkan kualitas pembangunan. Penelitian ini mengangkat kasus pada salah satu BUMD di Kabupaten Sampang (PT. GSM) yang berusaha melakukan diversifikasi usaha berbasis Migas. Berdasarkan studi primer, penelitian ini menemukan bahwa upaya diversifikasi usaha tidaklah mudah karena harus mengkalkulasi benefit dan cost yang presisi. Kunci dari diversifikasi usaha BUMD terletak pada: (i) revitalisasi SDM; dan (ii) penguatan jiwa kewirausahaan; dan (iii) corporate culture. Ketiga kunci tersebut sangat dipengaruhi oleh penguatan Good Corporate Governance (GCG). Penguatan GCG dapat diadopsi untuk memperkuat peran dan fungsi BUMD bagi peningkatan daya saing daerah.References
