The decentralization of secondary education authority to provincial governments has created a need for collaboration across levels of government because educational services remain territorially embedded within regencies and cities. This study aims to examine intergovernmental collaboration between provincial and regency/city governments in the governance of secondary education in East Java, Indonesia. An exploratory qualitative approach was employed, with data collected through literature studies, observations, interviews, and documentation and analyzed using Spradley’s domain, taxonomic, componential, and cultural theme analysis. The findings show that intergovernmental collaboration operates primarily through technical and informal coordination between Provincial Education Office branches and regency/city government agencies. Although this arrangement supports the implementation of secondary education, collaboration lacks a formal institutional and regulatory framework, particularly regarding coordination mechanisms, shared responsibilities, and financial support. The study contributes to the understanding of intergovernmental relations by demonstrating that the decentralization of formal authority does not eliminate intergovernmental dependence in public service delivery. Instead, effective secondary education governance requires stronger institutionalized collaboration between provincial and local governments.
