Implementasi Kebijakan Pengelolaan Jaringan Dokumentasi Informasi Hukum di Sekretariat Jenderal MPR RI

Abstract

The Legal Documentation and Information Network (JDIH) Management Policy is a form of public services using ICT in providing data and information sources. JDIH is an integrated, orderly and sustainable system that uses collaboration and legal documentation materials to provide the public with the opportunity to access legal information sources briefly, clearly, easily and completely. The Secretariat General of the MPR RI as a supporting system for the Assembly is one of the members of the National JDIH. However, since it was formed in 2018 it have not been able to implement this policy properly. This article will discuss why the implementation of JDIH management policy at the Setjen MPR RI is still not running as expected. This research uses descriptive qualitative methods with the Edward III and Grindle models as analytical tools. Data collection carried out using in-depth interviews, observation and documentation. This research found that there are some obstacle in implementing this policy : the lack of number and competence of human resources, the absence of SOPs, lack of socialization of JDIH, lack of development of website application infrastructure and the absence of internal evaluation. This research was conducted with the aim of getting ideas for policy strategies to improve JDIH management in the Setjen MPR RI in the future
