Strengthening Bureaucratic Integrity Through State Civil Apparatus Professionalism and Ethics

Bureaucratic reform is essential for improving Indonesia's governance. Improving bureaucratic reform is important for creating transparent, accountable, and effective governance in Indonesia; however, corruption, inefficiencies, integrity issues, and inconsistent implementation still affect Indonesian bureaucratic performance. This research investigates how improving bureaucratic integrity by changing the position of State Civil Apparatus (ASN) can support good governance. The research used a qualitative case study methodology, with the population comprising ASN members and government officials sampled through purposive sampling. The study used semi-structured interviews and participant observation to collect data, which were then analyzed using thematic analysis aligned with the six policy evaluation dimensions: effectiveness, efficiency, adequacy, equity, responsiveness, and forwardness. The findings show that strengthening bureaucratic integrity requires changing organizational culture, improving human resource capacity, improving oversight processes, and sustaining ethical and professional development. Ethical and professional training effectively improves decision-making, communication, and service delivery performance. However, inequities in resources, technological capacity, political will, and public participation limit reform implementation in the region. The study concludes that bureaucratic integrity requires ongoing reforms, equitable implementation, active public involvement, and sustained evaluation.
