Peran Pemerintah Daerah dalam Pelaksanaan Penertiban Bangunan Liar di Kota Sukabumi

Abstract

The phenomenon of illegal building construction, which often occurs in densely populated urban areas, raises various legal, spatial planning, and environmental issues. The main objective of this study is to identify the process of controlling illegal buildings, the obstacles to controlling them, and efforts to overcome these obstacles. The research method used is empirical juridical, namely examining the effectiveness of the law, the behavior of law enforcement officers, and community interaction with legal norms, so as to be able to describe the reality of implementing the regulation of illegal buildings in Sukabumi City. Based on the results of this study, it shows that the role of local government is important in the control of illegal buildings, which involves coordination between Satpol Pamong Paraja and the PUTR office of Sukabumi City by carrying out several stages, namely coordination between related agencies, location identification, socialization to the community, issuance of warning letters, and demolition of illegal buildings. However, the implementation has not been optimal due to internal and external obstacles. This study recommends that the local government increase the budget allocation for monitoring and regulating illegal buildings, implement integrated coordination by forming an inter-agency coordination team, and conduct continuous public awareness campaigns regarding the regulation of illegal buildings.
